BUDGET/MANAGEMENT ANALYST

GENERAL DESCRIPTION

The Budget/Management Analyst is an integral member of the library’s administrative team. The analyst performs complex tasks in assisting with the planning, development and implementation of the Library’s annual budget, as well as with the completion of the library’s regular financial and payroll operations. This position is supervised by the Director.

ESSENTIAL FUNCTIONS OF THE POSITION

  • Serves as primary contact for assigned departments during budget process.
  • Analyzes and secures justification for departmental expenditure and revenue budget requests.
  • Prepares the budget document for assigned departments/functions and presents information to Director.
  • Works with departments on financial issues including budget transfers and justifications.
  • Reconciles accounts and researches expenditures.
  • Prepares a variety of reports/analyses including proffers, CIP allocations, comparative costs reports, staffing comparisons, revenue trends and others as assigned.
  • Works with departments to understand departmental programs and operational issues.
  • Performs or supervises accounts payable and accounts receivable
  • Works with money and financial institutions
  • Prepares and maintains personnel records
  • Prepares payroll
  • Communicates with auditors, vendors, patrons and library employees
  • Orders and distributes supplies and equipment
  • Prepares reports and publications
  • Plans meetings
  • Performs related work as assigned

EDUCATION, EXPERIENCE, AND TRAINING

Bachelor’s degree in finance, accounting, public administration or related field required with related experience preferred – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of principles and practices of accounting and budgeting, preferred.
  • Ability to work independently and to meet multiple deadlines, required.
  • Ability to establish and maintain effective work relationships and to meet deadlines, required.
  • Excellent oral and written communication skills, required.
  • Excellent interpersonal/communication and organizational skills, required.
  • Computer literacy including working knowledge of spreadsheets, required.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Valid Virginia license OR reliable transportation to and from work
  • Subject to a six-month probationary period
  • May require additional training outside the normal work day
  • Must be able to work the necessary hours needed to meet any and all deadlines
